Anacom with 30 security notifications. It is the lowest value since 2015

The National Communications Authority (Anacom) received notifications of 30 security incidents last year, "seven less" than in 2022, the lowest value since 2015, the sector regulator announced today.

Anacom points out that, "despite the reduction in the number of incidents reported" by electronic communications networks and services companies (-19%), "their impact was higher than that recorded in the previous year, since 6.9 million subscribers were affected, 7% more than in 2022".

This increase in impact "was due to an incident in December involving the voice interconnection of two of the main communications operators in Portugal, with an impact on the mobile telephone service", says the regulatory authority, in a statement.

Unlike what happened in 2022, "in which there was a uniform distribution of the number of incidents throughout the year, in 2023 most of the incidents reported to Anacom were registered in the 3rd and 4th quarters, with the 3rd quarter being the one with the highest number of notifications".

The districts of Lisbon and Porto "were the ones that registered the highest number of incidents in electronic communications networks and services", it adds.

According to the entity, the root cause "accident or natural phenomenon" was the origin of most of the notifications received last year.

The root causes "maintenance or failure of 'hardware' or 'software'" and "malicious attack", in second place, followed by "failure in the supply of goods or services by third parties" represent "just over half of the total security incidents reported (53%), namely due to causes associated with power failures, fibre optic cable cuts, system/equipment failures and service cuts scheduled for maintenance work".

Most security incidents "had a simultaneous impact on more than one publicly available electronic communications service".

The fixed telephone service "was the most affected service, with 67% of the total security incidents received, followed by the fixed Internet access service and the subscription television service, both referenced in 57% of the incidents", it says.

Anacom's Security Regulation "establishes that electronic communications companies must inform the public in the event of major incidents", it stresses, adding that, "regarding the 30 incidents registered in 2023, information was provided to the public in 10 cases".
