Luso-Chinese Chamber and OVIA want to attract Chinese capital to Oeiras

The Oeiras Valley Investment Agency and the Luso-Chinese Chamber of Commerce and Industry signed an agreement today to attract Chinese capital companies to the Portuguese municipality, declared the president of the entity promoting China-Portugal relations.

The protocol between the Oeiras Valley Investment Agency (OVIA) and the Luso-Chinese Chamber of Commerce and Industry (CCILC) was formalized in Macau during a business meeting, on the third and last day of the 6th ministerial conference of the Forum for Economic and Trade Cooperation between China and Portuguese-Speaking Countries, known as the Macau Forum.

OVIA intends to "attract investment" and make the "international projection" of the municipality of Oeiras and local companies, the president of the administration of the non-profit agency told Lusa in 2022, when it was presented.

"The Luso-Chinese Chamber of Commerce and Industry has every interest in being with them in this project, because it will perhaps allow the attraction of more Chinese capital companies to that region in the area of services, in the area of IT [Information Technology], in the area of technology", said the president of the CCILC, Carlos Cid Álvares, noting that Oeiras has attracted many companies from different countries.

In the opposite direction, added the official, the chamber is also interested in Oeiras entrepreneurs "moving towards Macau, towards Hengqin and towards the Greater Bay".

The Greater Bay is a Beijing project that aims to create a global metropolis from Hong Kong, Macau and nine cities in Guangdong province, with more than 60 million inhabitants.

Also launched by Beijing, in 2021, the initiative of the Deep Cooperation Zone between Guangdong and Macau in Hengqin covers an area of about 106 square kilometers and a population of over 53 thousand inhabitants.

China established the Macau Special Administrative Region (MSAR) as a platform for strengthening economic and trade cooperation with Portuguese-speaking countries in 2003 and, in the same year, created the Macau Forum.

This multilateral mechanism includes, in addition to China, nine Portuguese-speaking countries: Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste.

Five ministerial conferences were held in the territory in 2003, 2006, 2010, 2013 and 2016, during which Action Plans for Economic and Trade Cooperation were approved.

Initially scheduled for 2019, the sixth ministerial conference was postponed to June 2020, but with the Covid-19 pandemic it ended up not taking place.
