On Wednesday, the Parliament rejected the housing bills from IL, Chega, BE, PCP, PAN, having approved the one from PS that gradually increases the house deduction in IRS and another one from Livre on subsidized credit. After all, what will change? 

It is worth mentioning that, at the end of a debate that saw some heated exchanges of arguments between the various benches, the combination of votes from the various parties led to the rejection of 15 of the 17 bills under debate, including those from IL and Chega that aimed to reverse part of the Mais Habitação measures, namely in the scope of local accommodation and the freezing of rents.

What changes?

For this debate scheduled by IL, PS brought a single bill, which repeats a measure contemplated in its electoral program and which ended up being approved with the favorable vote of all opposition parties, with PSD and CDS-PP being isolated in the vote against.

At issue is the increase from the current 600 to 800 euros of the portion of rents that can be deducted from IRS, with PS proposing that this advance in a way that allows reaching that value "progressively until 2028", indicating 50% in 2025, 25% in 2026 and 25% the following year.

A bill from Livre that aims to extend the regime of granting subsidized housing credit to families who live with a disabled person was also approved in general, with all the opposition voting in favor, and again PSD and CDS-PP being isolated in the vote against.

It should be recalled that the law only contemplates disabled people and those over 18 years of age in accessing housing credit with a subsidized regime. The Livre measure thus aims to allow, for example, that the parents of a disabled minor who need to do adaptation work at home or buy a house that is more suited to the minor's needs can benefit from that advantage.
