The Government wants to safeguard the situation of people who have lost their income support following a change in the value of the contract or sale of the property, the Minister of Housing said today, specifying that these restrictions will be eliminated.

In an interview with Lusa before the formal presentation of the Housing Strategy, scheduled for today in Porto, Miguel Pinto Luz, specified that the Government will legislate to end the discontinuities of support.

"We want to redefine the rules so that no one is ever left out," said the minister, adding that the Government will legislate to "ensure that this rent support is maintained, even in situations where the property is sold, the property is transacted, the landlord changes", that is, safeguarding "all issues of transaction or change in the value of the contract".

This change aims to prevent that, unlike what happens today, a person with a rent effort rate above 35% may lose the monthly rent support if, by chance, they are faced with a change of landlords (following the inheritance or sale of the property) or a rent increase, situations in which it is considered that a new contract is involved -- and therefore no longer prior to March 2023.

The Government will also create, within the next 120 days, a transitional regulation between supported rents and affordable rents, in order to ensure that there are no discontinuities in support.

Regarding the constraints identified in the rental market, he mentioned that the Government's goal is to regulate it "to make it more transparent" and "more flexible", pointing out, as an example, the minimum terms for the execution of a residential lease contract.

"If we spend our days talking about housing and we talk about the fact that we have to increase the rental, the supply of rental housing and that Portugal is a country of owners, but then, in reality, we do not offer the necessary and sufficient tools for this transformation of the housing stock, then we are not saying anything here," he said.
