Municipalities will be able to use properties that are not being used by the State
Municipalities will now be able to use properties that the central State is unable to use, the Minister of Infrastructure and Housing announced today, promising details on this measure "in the next ten days".

In an interview with Lusa, before the formal presentation of the Housing Strategy, scheduled for today, in Porto, Miguel Pinto Luz described this measure as "a great novelty" to which the new executive has attributed an "urgent" character.
This prerogative of the municipal councils will be detailed in the next ten days, but the minister has already said that the deadline to be defined by law, for the State to prove that "it has a viable and capable project for a certain property", should not exceed two or three months.
"If the State is not able to comply and present a viable project with an execution deadline in contrast with the project that the municipality assumes, the municipality automatically takes possession of that asset", explained Miguel Pinto Luz.
"This is a change, it is the State saying that it fails, that it is unable to respond in a timely manner and that, therefore, it also gives the municipalities the prerogative to present solutions for these assets", he stressed.
The Housing Strategy known today also confirms the Government's intention to repeal coercive leasing, one of the most contested measures of the More Housing package, approved by the previous socialist Government and in force, as law, since October 7th of last year.
"For now it is only a repeal, it is a return to the previous model", said the minister.
"Restoring confidence" and guaranteeing "respect for the right to property" are the justifications for the repeal of forced leasing, which will happen in the next ten days.
The Government Program, presented on April 10th, had already assumed the intention to repeal the measures approved by the previous socialist executive that the new Government considers "wrong", including forced leasing, rent freezes and "penalizing measures" for local accommodation.
