Housing Minister: It is necessary to put an end to "the farms" in the State
The Housing Minister, Miguel Pinto Luz, today described as a "paradigm shift" the fact that his ministry will now share with the Finance Ministry the oversight of Estamo, stressing the need to end compartmentalization and "fiefdoms" in the State.

In an interview with Lusa, before the formal presentation of the Housing Strategy, today, in Porto, Miguel Pinto Luz, referred to the "radical change" and the "symbolic step" taken in the Government's organic structure, published today, by "also placing Estamo under the scope of housing".
"The Ministry of Finance understood that Housing also needs to have a say in what are State assets that can be placed at the service" of the national housing agenda, he said, stressing the need to "put an end to the estates, once and for all" because "Portugal is only one" and those who "do not have a home cannot wait for the State to get its bearings".
Still in this context, he also mentioned the objective of signing a protocol with the Institute of Housing and Urban Rehabilitation (IHRU) for the possibility of Public Construction (former Parque Escolar) being able to build the 10 thousand homes that IHRU had proposed, but which "it was not able to build".
"I am not blaming IHRU", which "was caught up in this wave" and was "overwhelmed by this avalanche of need" for housing, said the minister, pointing out that the protocol with Public Construction may allow the situation to be unlocked because this public company "has the 'know how', it has engineers, it has architects, it has men and women with the necessary talent to carry out these works".
Miguel Pinto Luz also clarified that it is not a question of taking away IHRU's powers, but of "specifically in this urgency, in these 10 thousand homes, signing a protocol with another entity", which is "a State entity".
Pinto Luz also said that the Government will reassess the rent-to-rent programme (through which private individuals could hand over their homes to the State so that it could place them on the rental market at affordable prices) because, he said, the measure has so far covered 140 properties.
"We think that the intention was positive, but clearly either the measure was poorly designed or people are not interested in the model and politicians also have to make this assessment", he said.
