This measure, part of the new Government's Housing Strategy (PSD-CDS/PP), will be drafted over the next 60 days and should be restricted to four segments of intervention: affordable housing; accessible leasing; temporary lodging; and functional homes for teachers, security forces and agricultural, industrial and tourism workers.
In an interview with Lusa, before the formal presentation of the Housing Strategy, scheduled for today in Porto, Miguel Pinto Luz explained that the proposal is to allow rustic land with a "propensity for housing" to develop projects in this direction.
The minister gave as an example "the labor-intensive culture" in the Alentejo, where there is "brutal pressure from immigrant communities that come to serve us in this primary sector, essential for our economy, but that do not have decent housing", he notes.
"We have to guarantee functional homes and that rustic land can be used to build homes for these functions, for tourism, for industry, for agriculture, for the national stock of urgent and temporary housing, for HCC [affordable housing]", he listed.
Without specific data on the number of rustic lands that could be used for housing purposes, the minister stressed that changing a law that "is complex" requires a "deep dialogue" with other parties, municipalities, the Regional Coordination and Development Commissions, the Portuguese Environment Agency and other entities in the field.
Acknowledging that the 60-day deadline is "ambitious", Miguel Pinto Luz believes "that it is possible" and emphasizes that "the sense of urgency requires it".
