The Housing Strategy approved by the Government and presented on Friday already provides that the IMT exemption is limited to houses worth up to the fourth bracket of this tax, that is, up to 316 thousand euros. But there is more.

"Presented just over a month after the Executive took office, the New Housing Strategy aims to provide an urgent response to the difficulties in acquiring or renting a house, without forgetting the long term of a challenge that is generational", you can read in a press release released by the Executive. 

The Government therefore intends to put 30 measures on the ground to address the crisis in the sector and has committed to deadlines.

The housing measures for young people will be approved in an extraordinary Council of Ministers dedicated to the subject, said the Minister of Housing, Miguel Pinto Luz, stressing that this area cannot be the "poor relative" of the welfare state.

According to the Executive, these are the 30 measures to resolve the crisis in the sector: 

  1. Provision of Public Properties for Housing (build to rent) with affordable rent/price (90 days);
  2. Semi-automatic legal regime for use of vacant or underused public properties by case-by-case presentation of a Housing project (10 days);
  3. Amendment to the Land Law to allow the use of rustic land for sustainable Housing solutions:
    • Controlled Cost Housing;
    • Affordable rent;
    • Temporary accommodation (BNAUT reinforcement);
    • Supply for official housing: teachers, security forces, agricultural workers, industrial workers and tourism sector;
  4. Creation of Construction Bonus (increase in urban density indexes and limits) (90 days);
  5. New Urban Centers in the vicinity of urban pressure zones, with sustainable urban plans (study 120 days);
  6. Government guarantee for loans to build cooperatives with delivery of public land (90 days);
  7. Credit lines to promote build to rent (60 days);
  8. Pact with Sector Agents to increase construction capacity – stability of production capacity, industrialization of the process, attraction and qualification of resident labor;
  9. Reduction of VAT to the minimum rate of 6% for rehabilitation and construction works of Housing, with limits according to prices (until the end of the legislature);
  10. Unlocking of 25,000 PRR houses with adoption of a term of responsibility by the Municipal Councils, in order to accelerate the processes (10 days);
  11. Increased funding to enable the development of thousands of other candidate houses, but not financed in the PRR (30 days);
  12. Strengthening the promotion capacity of IHRU through Construção Pública EPE, in the execution of the Affordable Rental Program houses (10 days);
  13. Revocation of forced tenancy (10 days);
  14. Revocation of the Mais Habitação measure of guarantee and replacement of the State as tenant (30 days);
  15. Correction of the distortions introduced to the Urban Rental Regime in the last 8 years (appoint working group);
  16. Creation of the investment contract for built to rent and available-to-let;
  17. Make it possible to constitute one or more insurance contracts through a provider other than the one preferred by the borrower;
  18. Regulation, deepening and improvement of urban administrative debureaucratization and simplification legislation (90 days);
  19. Approve the Construction Code;
  20. Implementation of the use of BIM methodology and approximation of municipal licensing platforms with the interface with economic agents (120 days);
  21. Adapt the concept of controlled costs and affordable rent to reflect the affordable housing segment in each location/moment. Generating greater predictability and sustainability for the market (120 days);
  22. Local Accommodation, revocation of CEAL1, of the expiration of the license and transferability, and of the amendment to the obsolescence coefficient (10 days);
  23. Creation of the IHRU Portal for monitoring application processes (120 days);
  24. Public Guarantee for young people to 24 enable bank financing (15 days);
  25. IMT exemption and young IS: exemption of young people up to 35 years old in properties up to the 4th bracket (up to 316 thousand euros) (15 days);
  26. Reformulation of Porta 65: to put the young person's economic reality in first place, ending exclusions based on income limits (15 days);
  27. Emergency Program for Student Accommodation (15 days);
  28. Implementation of the National Accommodation Plan 2025-26: offer of more 18,000 beds (30 days);
  29. Streamlining of rent subsidy programs, eliminating restrictions, namely in expirations (30 days);
  30. Creation of transition regulations between supported rents and affordable rent, in order to ensure that there are no discontinuities in support (120 days).
