Association creates Taxpayers’ Bill of Rights to be adopted
The APC - Portuguese Taxpayers Association revealed today that it will submit a proposal for a Taxpayers' Bill of Rights to the Ministry of Finance and the Tax Authority by the end of this week.

With the delivery of the Taxpayers' Bill of Rights, the APC explains in a statement that it intends for it to be "officially adopted by the tax authorities in their practice and relationship with individual and collective taxpayers".
The document, drafted by the APC, adapts the "Ten Commandments for the Taxpayer" of the Taxpayers Association of Europe to the Portuguese context, as well as the various Taxpayers' Bills of Rights that already exist in other countries.
Regarding this initiative, the president of the APC, Paulo Carmona, says he hopes that "upon becoming aware of this proposal, which includes the essential rights of taxpayers, but also their duties, the Government and the Tax Authority [AT] will move quickly to adopt these principles".
And he continues: "It is time for Portugal to adopt the most essential European good practices with regard to the relationship between the Tax Authority and citizens".
The APC is also considering the possibility of launching a public petition for the Taxpayers' Bill of Rights to be transformed into Law by the Assembly of the Republic, an initiative based on compliance with article 2.º, n.º 1 of its statutes.
"The association's objective is the general promotion of the democratic State, the reinforcement of civic involvement, the education of the payment of taxes, fairness, the balanced treatment between the State and the taxpayer and the defence of clear and transparent tax rules", it specifies.
