Macroprudential measures pose "a complex question" to public guarantee
The governor of the Bank of Portugal (BdP), Mário Centeno, considered today that macroprudential measures pose "a complex question" to the Government's proposal for a public guarantee for the purchase of the first home, adding that there were no formal contacts.

"The public guarantee has a complex issue, which has to do with the functioning of macroprudential measures and the need to ensure that the conditions under which credit is granted are compatible with the conditions that borrowers must see and have assured to meet what is the debt service", began by saying Mário Centeno at a press conference in Lisbon.
The Government's program, presented in April, provided for a "public guarantee to make viable the bank financing of the full price of the acquisition of the first house by young people", without specifying the age.
Thus, when a bank grants a loan to a young person to buy their first home, the State gives a guarantee on the loan. If that person defaults, it is the State that pays the loan to the bank.
In the presentation of the 2023 Board of Directors report, the governor of the central bank pointed out that when risk is moved between economic agents, it is necessary to "be aware that the agent who guarantees assumes a risk" that only remained with those who went into debt.
In view of this risk, Mário Centeno pointed out that public guarantees "have a very complex attribution process" in the law.
"The assumption by the State of these responsibilities must always be very cautious", warned the former Minister of Finance.
Mário Centeno stressed that the BdP's main concern is related to macroprudential issues and the stability that these conditions have allowed.
"We consider that these prerogatives of macroprudential policy must be met and, obviously, it is a political issue that, in the dimension of intervention of the Banco de Portugal, will be monitored, but is not being monitored", clarified Mário Centeno.
The Government met this Thursday morning with all the parties with parliamentary representation with a view to including their proposals in the housing program "Construir Portugal".
This program, announced last Friday, provides, among other measures, the creation of a public guarantee for young people to buy their first home, the reformulation of the Porta 65 program and the revocation of the Extraordinary Contribution on Local Accommodation (CEAL) and the expiry of the license and transmissibility. "Construir Portugal" also seeks to "restore flexibility and confidence to tenants and landlords".
