Coercive collection of tax debts rises 21% in 2023 to 1.295 million

The value of coercive collection of tax debts amounted to 1,294.9 million euros in 2023, 20.9% more than the previous year, according to the General State Account (CGE) of last year, released today.

The 2023 General State Account, published today by the General Directorate of the Budget (DGO) and submitted on Wednesday to the Assembly of the Republic and the Court of Auditors, shows that there was an increase of 223.6 million euros in State revenue from coercive collection in 2023 compared to 2022, totaling 1,294.9 million euros.

This increase was mainly due to personal income tax (IRS), with an increase of 24.3%, value added tax (VAT), with an increase of 15.2%, and late payment interest, with an increase of 34.8%.

There was only a slight decrease in the recovery of Stamp Duty (IS) debts and in non-deductible repayments in payments, of 23.1% and 37.8%, respectively, corresponding to around 3.4 and 0.4 million euros.

IRS is the tax with the highest weight in recovered tax debts (29.7%), totaling 384.8 million euros, followed by IRC (14.8%), with a total of 191.2 million euros, and VAT (23.3%), which amounted to 301.3 million euros.

On the other hand, non-deductible repayments in payments have the lowest weight in recovered tax debts (0.1%), followed by stamp duty (1%).

According to the CGE, the revenue to be collected by the Tax and Customs Authority (AT) - after the voluntary collection period - amounted to 26,757.7 million euros at the end of 2023, representing an increase of 10.2% compared to the value of 2022.

The document indicates that "this evolution was due to the increase of 721.4 million euros (+10.1%) in active debt and 1726.6 million euros (+19.9%) in uncollectible debt".

At the end of 2023, 29.9% of the portfolio corresponded to active debt, 31.6% to suspended debt and 38.9% classified as uncollectible.
