"In the electoral and government program, the commitment that is set, quantified and scheduled is the reduction of the IRC rate from 21% to 15%", said Joaquim Miranda Sarmento, during a hearing in the Budget, Finance and Public Administration Committee, in parliament, requested by Chega.

The minister was answering questions from PCP deputy Paula Santos, admitting that he considers it "difficult from a budgetary point of view, eventually, to review the surcharges".

"We have no clear, quantifiable and programmable commitment regarding the surcharge", he said.

Miranda Sarmento also indicated that the government will evaluate the update of the specific deduction in the State Budget for 2025 (OE2025).

The specific deduction has been frozen since 2015 at 4,104 euros -- and for salaries in which discounts for Social Security or equivalent are higher, this amount is considered --, with the PCP and the BE proposing an increase.
