Pinto Luz says NAV has guaranteed conditions to increase flights in Lisbon
The Minister of Infrastructure and Housing, Miguel Pinto Luz, said today that NAV Portugal guaranteed that it has the conditions to increase the capacity of the Lisbon airport from the current 38 to up to 50 movements per hour.

The government official was referring to a guarantee given by NAV, an air traffic service provider, in a memorandum in response to a request from the Government and signed by three directors, including the president, Pedro Ângelo, and sent to the ministry on May 3.
Pinto Luz was responding to questions from the Socialist deputy Hugo Costa, about the announcement made by the Government, on Tuesday, that it will promote an increase in the capacity of Humberto Delgado Airport to 45 movements per hour.
The PS deputy, as had already been done by the party's secretary-general, Pedro Nuno Santos, in the fortnightly debate, on Wednesday, asked the minister on which studies he based the decision to increase the capacity of that infrastructure, recalling that the Independent Technical Commission (CTI) that carried out the strategic environmental assessment of the new airport rules out that increase in the number of flights.
The minister stressed that the Government "does not make decisions lightly" and pointed out that "whoever made this decision [NAV]" was not someone appointed by him.
NAV's new air traffic reorganization system in Lisbon, Point Merge, which can reduce delays, came into operation on Thursday, after negotiations with the Air Force and an investment of two million euros.
Although it expects the new system to contribute to the reduction of delays at Lisbon airport, NAV stressed that this does not depend only on airspace, but above all on infrastructure, emphasizing that, in 2023, the contribution of air traffic control to delays in flights was 10%.
The Point Merge system was only tested for Lisbon and was being worked on at a time when a dual airport solution with Portela + Montijo was envisaged, in order to gradually increase the capacity of the Lisbon airport system from 44 to 72 movements per hour (46 in Lisbon, two in Cascais and 24 in Montijo).
