Porta 65? Logic of applications will change. See how
The aim is that the application is decided based on income and in the event of a positive response, the young people go in search of a home on the real estate market.

The Government of Luís Montenegro has promised new measures for young people's housing, which will be approved at an extraordinary Council of Ministers dedicated to the subject, as revealed by the Minister of Housing, Miguel Pinto Luz, namely with regard to the Porta 65 programme - a financial support programme for renting for young people up to 35 years old.
In this sense, the objective is for the application to be decided based on income and, through a positive response, the young people will look for a house on the real estate market.
This month, the Government announced a new Housing Strategy, having highlighted 30 measures, among which is the commitment to reformulate Porta 65 - within a period of 15 days - "to put the young person's economic reality first, ending exclusions based on rent limits".
What does this mean? Quoted by Eco, the Secretary of State for Housing, Patrícia Gonçalves Costa, explained that "a young person, with a certain income, goes to IHRU [Institute of Housing and Urban Rehabilitation], sees their application accepted and then goes to the market to look for their house", which is "a complete reversal".
The current logic is that "you already need to have a house, a promise of a contract and only then go to IHRU" - and that the beneficiaries are subject to maximum rent ceilings - and, with these new rules, the young person "has the right to that X of support and only then will they look for their house".
