Porta 65 Young people no longer require tenancy agreement before support
Applications for the Porta 65 Jovem program will no longer require the prior submission of a lease agreement and will now be able to be made with three pay slips, instead of the current six, the Government announced today.

In a press conference after the Council of Ministers meeting in Braga, the minister explained that the aim of the changes is to adapt the rules of the public rental support programme "to the reality of young people in Portugal".
These are, she added, "relatively simple legislative measures from a logistical point of view, but which have a very real and concrete impact on the lives of young people".
The government will "eliminate maximum rent as an exclusion factor", preventing, for example, a candidate from being ineligible for support because the house they have found to rent costs 401 euros and the ceiling for the municipality in question is 400 euros.
On the other hand, Margarida Balseiro Lopes indicated that candidates will no longer have to first find a lease contract or a promise of a contract to find out only later, according to the current rules, how much they will receive from the State.
"This system makes no sense. Young people, first of all, go to the Housing Portal, apply and do not attach any contract or promise of a contract. And the State will tell this young person the amount of support they will receive and, then yes [...], the young person will look for a house according to the amount they will receive", she explained, adding that there will be a two-month period for this search process.
On the other hand, the number of payslips that a young person has to present to apply (when they do not submit an IRS declaration) will be reduced by half -- from six to three -- which will reduce the waiting time for those who have recently entered the job market.
"In practice, this change, which seems administrative, will accelerate the life of young Portuguese people by three months", stressed the Minister of Youth, who also announced an increase in the allocation of Porta 65 Jovem to cover more beneficiaries.
According to Margarida Balseiro Lopes' office, the 37 million euros provided for in this year's State Budget will be supplemented by an increase of 16 million euros and in 2025 this increase will be 26 million.
After 28,000 young people were supported under the programme last year, the government (PSD/CDS-PP) estimates that it will reach 40,000 this year.
Citizens between 18 and 34 years old (in the case of couples, one of the members may be 36) who do not receive other public housing subsidies, among other conditions, can apply for Porta 65 Jovem.
