Youth package will cost around 1.3 billion in two years
The measures for young people presented today by the Government have an estimated global financial impact of at least 1,262.3 million euros between 2024 and 2025, with the bill being higher next year, according to Lusa calculations.

According to the presentation document of the set of measures aimed at young people up to 35 years old, the measures for which the Government presents an estimate of budgetary impact amount to 78.7 million euros in 2024 and 1,183.625 million euros in 2025.
The Government estimates an annual impact of 100 million euros with the exemption of IMT and stamp duty on the purchase of the first house for young people, so, since the measure should only come into force in August this year, Lusa considered an impact for 2024 of 41.6 million euros (assuming by default a uniform impact of 8.3 million euros for each month).
On the other hand, the new IRS Jovem model, if approved in parliament in the terms proposed by the executive, will have a net annual budgetary impact of 1,000 million euros in 2025, the year in which it will come into force.
In the Government's accounts, the extension of Porta 65 will have a financial impact of 16 million euros this year and 26 million euros in 2025.
Among the measures aimed at young people, the free distribution of menstrual hygiene products in schools and health centers has an impact of 3.4 million euros this year and 10.1 million euros in 2025.
The introduction of psychologist checks to be distributed by educational institutions will cost 1.5 million euros this year and 3.75 million euros next year, while nutritionist checks will cost 750 thousand euros in 2024 and 1.875 million euros in 2025.
The increase in the number of psychologists, nutritionists and nurses in the Cuida-te program has a financial impact of 675 thousand euros this year and two million euros in 2025, while the emergency plan for student accommodation is 15.5 million euros this year and 39.9 million euros in 2025.
The Government did not include in the presentation the estimate of how much the public guarantees will amount to, as it will depend on demand.
The Council of Ministers met today in Braga to approve a package aimed at young people, with the Prime Minister, Luís Montenegro, pointing out that the measures aim to "give more hope to young people" to settle in Portugal because the country, the Government and the Portuguese need them "here".
