The move, announced by the British Conservatives six weeks before an election, would require 18-year-olds to choose between a full-time job in the armed forces or cyber security for a year, or volunteering in their community for a weekend a month for a year.
"This is a great country, but generations of young people have not had the opportunities and experiences they deserve, and there are forces that seek to divide our society in an increasingly uncertain world," Sunak said in a statement released by Bloomberg news agency.
To make the policy a reality, the Conservatives hope to include it in a new National Service Act that would be passed by the time the pilot scheme is launched in September 2025, the news agency reported.
If passed, the UK would join countries including Israel, South Korea and Singapore in having such a scheme.
The proposal forms part of the British leader's election manifesto, as he seeks to set out a new agenda after unexpectedly calling a snap general election for July 4th last Wednesday, six months ahead of schedule and with the Labour party favourite in the polls to win.
