PRR: Government and municipalities close to agreement on term of responsibility
The Minister for Territorial Cohesion stated in parliament that a text will be finalized today or in the next few days with the municipalities for a term of responsibility that will allow local authorities to streamline housing measures within the scope of the PRR.

"We don't have a closed text yet. It should be closed, probably today or tomorrow [Wednesday], but we will certainly reach an agreement on this text of the term of responsibility" with the National Association of Portuguese Municipalities", said Manuel Castro Almeida, in his first hearing in parliament, in Lisbon, as Minister of Cohesion.
The solution of the signing by the chambers of a term of responsibility aims to overcome constraints caused by the procedures for analysing applications for the construction of housing within the scope of the Recovery and Resilience Plan (PRR) and which could make it difficult to meet the deadlines set out in the programme.
According to Castro Almeida, "it would take a long time" to analyse the applications "with the means that IHRU [Institute of Housing and Urban Rehabilitation] has", so it would only be possible to "approve contracts with the municipal councils at the end of the year", which "would make it impossible to meet the deadlines" of the programme.
"That's why we are going to proceed with the contracts even before analysing the applications", he said.
"Obviously, [the term of responsibility] does not involve the personal responsibility of the chamber members. It involves the responsibility of the municipalities if, by chance, it is found that the project is poorly measured and that there are adjustments in the value of the counterparts by IHRU", he added.
The minister was heard in parliament today about the implementation of the PRR, at the request of Chega.
