The aircraft were taking part in a "nighttime anti-submarine warfare exercise," Japanese Defense Minister Minoru Kihara told reporters.

"At this point, the cause [of the crash] is unknown and our immediate priority is to save lives," the minister added, raising the possibility that the two helicopters collided before they crashed into the sea.

The two SH-60K helicopters, each with a crew of four, lost contact with their home base between 10:38 p.m. and 11:04 p.m. Saturday (2:38 p.m. to 3:04 p.m. Saturday ET).

The helicopters crashed off the coast of the Izu islands, south of Tokyo, in the Pacific Ocean, according to Japanese public broadcaster NHK.

A year ago, a Japanese military helicopter crashed into the sea in the Okinawa region of southwestern Japan, killing all 10 people aboard.
