Marc-André Franche, the UN coordinator in the country, said a "thorough and transparent investigation" must be carried out to find those responsible for the attack, speaking at a commemorative ceremony in Colombo five years after the bombings. On that day, three churches and three hotels were targeted in a suicide bomb attack, which was claimed by a local jihadist group affiliated with the Islamic State group. Among the victims were 45 foreigners, including tourists visiting the island nation. "Sri Lanka suffers from a persistent deficit of accountability, whether for alleged war crimes, more recent human rights violations, corruption or abuse of power, and this deficit needs to be addressed if the country is to move forward," Franche said. He stressed that victims continue to seek justice, despite the country's Supreme Court holding former President Maithripala Sirisena and his top officials responsible for failing to prevent the attack. The UN human rights office has called on Colombo to make public all the findings of previous probes into the Easter Sunday attacks and to establish an independent commission of inquiry, it said. Sri Lanka's Catholics are due to hold a silent protest later on Sunday to demand an investigation into the attacks. Evidence presented in a civil case filed shortly after the attacks showed that Indian intelligence had warned Colombo about the attacks 17 days in advance, but that the authorities failed to act. Then-president Maithripala Sirisena and his associates were ordered to pay 310 million rupees ($1 million) in compensation to victims and their families. But the ruling has yet to be fully implemented, pending an appeal.
