Tribunal de Contas wants to improve mechanism for refugees in Turkey
The European Union’s (EU) assistance to refugees in Turkey could be made more effective by improving its measurement, monitoring of costs and sustainability, according to a report by the European Court of Auditors (ECA).

In the second audit of the Facility for Refugees in Turkey, the ECA acknowledges that the "EU assistance to refugees in Turkey has improved" but warns of delays in projects and uncertainties about their continuation.
After a first assessment of the mechanism in 2018, the auditors now recognise that the European Commission "significantly improved the efficiency of the cash assistance projects" as well as the monitoring framework.
Even so, the ECA recommends that the EU executive improve the assessment and monitoring of costs and also collect data on the education of refugees and host communities - both with a deadline of the end of the year.
Brussels must also improve the measurement of the impact of projects (April 2026) and strengthen their sustainability (end of 2027).
Under the mechanism in question, the EU has allocated six billion euros to the Ankara authorities to accommodate refugees.
Turkey hosts more than four million registered refugees, of whom more than 3.2 million are of Syrian origin and less than 5% live in refugee camps.
In 2015, when there was a huge wave of refugees trying to enter the EU, the bloc created the mechanism to channel and coordinate six billion euros in humanitarian and development aid to the country.
