"Even at this difficult time, we are determined to achieve a cease-fire that brings the hostages home and to do so now. And the only reason that that is not happening is because of Hamas," Blinken said in Tel Aviv, meeting with Israeli President Isaac Herzog.

Mediators — Egypt, Qatar and the United States — were still waiting on Hamas on Wednesday to respond to the latest version of a truce proposal, which calls for a halt to Israeli attacks on the Gaza Strip and the release of Palestinian prisoners in exchange for the hostages, who were seized by the Palestinian group in an Oct. 7 cross-border raid into southern Israel.

On Tuesday, Blinken urged Hamas to accept the Israeli proposal, which he called “extraordinarily generous,” “without delay.”

Hamas has demanded a “permanent” cease-fire before any deal on the hostages, something Israel has so far rejected, and has continued to insist that it is determined to carry out a ground invasion of Rafah, a southern Gaza town that is considered Hamas’s last urban stronghold and where as many as 150,000 Palestinians, most of them displaced by the war, are now believed to be trapped.

During his visit to Israel, Blinken is also expected to press the Israeli government to allow more aid into the Gaza Strip, where the United Nations is warning of impending starvation because of food shortages.

The secretary of state is scheduled to meet with Israeli Prime Minister Benjamin Netanyahu later Wednesday and to visit Ashdod, an Israeli port near Gaza that was recently reopened to allow aid deliveries.

“We also have to be concerned about the people who are suffering, who are caught in the crossfire,” Blinken told Herzog.

The Gaza fighting began with an Oct. 7 barrage of rockets fired at Israel by Hamas, killing one Israeli. Israel responded with a military operation in the Gaza Strip that has killed 34,535 people, the vast majority of them civilians, according to Hamas.
