Rescue workers told Agence France-Presse (AFP) that strikes by the Israel Defense Forces killed nine members of the "Al Attar family" and seven from the "Keshta family" late Sunday.
A hospital source confirmed the death toll from the two strikes to AFP, saying the targets were a home "in the Yebna refugee camp in Rafah" and another "on the outskirts of Al Salam," a neighborhood in the city.
The Palestinian news agency Wafa said that Israel launched pre-dawn strikes on a total of 10 homes in different neighborhoods of Rafah, killing at least 21 people, including eight children.
According to the Palestinian newspaper Falastin, Gaza's Civil Defense said rescue workers were still searching the rubble and that more than a dozen people could still be trapped.
Hours earlier, the Ezzedine al-Qassam Brigades -- the armed wing of Hamas -- fired dozens of rockets at the Kerem Shalom area, the main crossing point for humanitarian aid into Gaza, near Rafah.
The attack killed three Israeli soldiers and wounded 12 others, three of them seriously, the Israeli military said.
In response, the Israeli military announced the closure of the Kerem Shalom crossing, which links southeastern Gaza to Israel and borders the Palestinian enclave, Israel and Egypt.
The attack came as Egypt hosted indirect talks brokered by international mediators on a ceasefire in Gaza between Israel and Hamas, which has ruled the enclave since 2007.
On October 7, a Hamas attack in southern Israel killed nearly 1,200 people, mostly civilians. The Islamist movement took more than 250 hostages, of whom 128 are still being held in Gaza and 35 are believed to have died, according to Israeli figures.
In retaliation, Israel vowed to destroy Hamas and launched a major offensive in Gaza that has killed more than 34,600 people, mostly civilians, according to the health ministry in the Palestinian Islamist movement.
Hamas is considered a terrorist organization by several countries, including Israel, the United States and the European Union.
