Putin has officially been sworn in as Russian president (for the fifth time)

Russian President begins his fifth term today. In his speech, Putin thanked the military who are fighting for the homeland in Ukraine and assured that he is willing to talk to the West.

Vladimir Putin was officially sworn in as Russian president on Tuesday, beginning his fifth term in office.

In a ceremony in the gilded Grand Kremlin Palace, Putin placed his hand on the Russian constitution and vowed to uphold it, watched by a handpicked crowd of dignitaries, Sky News reports.

"I swear ... to respect and protect the rights and freedoms of man and citizen, to observe and protect the constitution of the Russian Federation, to protect the sovereignty and independence, security and integrity of the state," said Putin, 71.

"This is a great honour, a huge responsibility and a sacred duty," he said in the Kremlin's opulent Andreyevsky Hall, part of the presidential complex in central Moscow.

He then began his new term with a speech, starting by thanking the Russian nation and military for their support as the war in Ukraine continues.

"I would like to thank the participants of the special military operation, I would like to thank all those who are fighting for our fatherland. The fate of Russia will be decided only by us. I see a deep understanding of our historical role of defending our choice, defending our freedom and defending the national interests of Russia. We will go through this difficult period and we will succeed," Putin said.

The Russian leader said the country was not rejecting dialogue with the West and was ready to be "an honest partner" with those who wanted to work with it.

"We do not even reject dialogue with Western countries. We will see whether they continue to feverishly restrain the development of our country and exert pressure on it or whether they seek ways of cooperating with us," he said, adding that discussions with the West were possible "on issues of strategic stability and security" but "only on an equal footing, respecting each other's interests".

He also praised stability, a central plank of the Kremlin's argument for Putin's rule over many years - and the lack of tolerated opposition in the country.

Putin told those present that he would do "everything possible" and "everything that depends on me" to maintain "the trust" that had been placed in him.

"We are a single, great nation and together we will overcome all obstacles, implement and achieve everything that we dream of. Together we will win," he concluded, to applause, a military gun salute and music.

Putin then left the palace to the sound of the Russian national anthem and further applause from the handpicked audience of around 2,500, which included Russia's political elite and military figures involved in the war in Ukraine.

After the inauguration, Putin visited one of the cathedrals next to the grand palace in central Moscow.

Western leaders absent (including Portugal)

Kremlin spokesman Dmitry Peskov played down the absence of Western leaders and diplomats from the Russian president's inauguration. "I don't think this is a reason to retaliate," the spokesman said, dismissing the fact that after being invited, several European and US officials "after lengthy and intensive consultations with their capitals, decided not to attend".

According to a source from the Ministry of Foreign Affairs, the Portuguese government was not represented at the official ceremony, which took place this morning in the Grand Kremlin Palace.

Today marked Putin's third consecutive inauguration - and fifth overall - as Russian president. His new term will run until at least 2030.

However, following a constitutional change in 2020, Vladimir Putin could potentially stay in power for another six years, until 2036, when he will be 84.
