Chinese Foreign Ministry spokesman Lin Jian told a press conference that Russia "will continue to make new achievements in [Russian] state building and economic and social development" under Putin's leadership.
Lin Jian said that relations between China and Russia "have maintained a sound and stable development" and "have played a positive role in promoting common development and progress in the world".
"The China-Russia relationship has brought tangible benefits to the people of the two countries," the spokesman added, expressing the hope that Moscow and Beijing will "continuously enhance mutual trust", "expand cooperation", "practice true multilateralism" and "steer global governance in a more just and reasonable direction".
The Chinese spokesman declined to confirm whether Putin will visit China this month, as the Russian leader had previously announced.
In February 2022, shortly before the start of the invasion of Ukraine, Putin and Chinese President Xi Jinping proclaimed in Beijing a "friendship without limits" between their nations. Since then, they have argued that their ties "threaten no other country" and that, in fact, they "promote multilateralism in international relations".
Since the beginning of the conflict in Ukraine, China has called for respect for the "territorial integrity of all countries", including Ukraine, and for attention to the "legitimate concerns of all countries", referring to Russia.
