Puerto Rico’s governor has declared a state of emergency for the island as heavy rain, flooding and mudslides batter the U.S. territory.

At least one person is missing after being swept away by a river current in San Sebastián, according to the Associated Press. Several people in the same town were trapped by water, waiting on rooftops to be rescued.

The National Guard was activated by Governor Pedro Pierluisi on Wednesday to assist 22 of the island’s 78 municipalities that have been hardest hit by the rains.

More than 10 inches (25 centimeters) of rain fell over two days in Puerto Rico’s interior, turning some streets into rivers.

Police said in a statement Thursday that several rivers had overflowed their banks and that numerous roads were impassable because of the weather.

The flooding also damaged crops across the island.
