Former mayor of Cape Verde’s capital available for investigation

The former mayor of Praia, the capital of Cape Verde, and current governor of the country's central bank, said today that he is available to collaborate with the Public Ministry's investigation into the works of his mayoral term.

"I have not received any notification," said Óscar Santos, one day after searches carried out at the Town Hall and a company, related to complaints of alleged irregularities in the previous and current term.

In one of the orders from the Public Prosecutor's Office, Óscar Santos is named as a suspect and the works in question are asphalting works between 2016 and 2019.

"I am calm: it is normal for there to be a [public-private] partnership, the contract was signed and endorsed by the Court of Auditors" and the justifications were submitted, said the former mayor, at the time elected by the Movement for Democracy (MpD, the party in government).

"I am 100% available to clarify," he added.

Another search warrant led the police on Thursday to collect documents and computer equipment related to complaints of alleged illegalities in the current term, led by Francisco Carvalho, elected in 2020 by the African Party for the Independence of Cape Verde (PAICV, the opposition to the government).

The current mayor of Praia is also on a list of suspects and reacted on Thursday, telling journalists that he is "serene and calm" in the face of the proceedings and guaranteeing that there is "not even five cents" that he has taken from the town hall's coffers.

The PAICV has already announced Francisco Carvalho's re-candidacy in the local elections to be held later this year, on a date yet to be scheduled.

A third warrant also led to searches, on Thursday, at the headquarters of the company Construção Barreto, in Praia.

Questioned today about the investigations at the capital's Town Hall, the Prime Minister, Ulisses Correia e Silva, said that "the government does not have to pronounce itself on the powers and work of the justice system".

"We only have to reaffirm our confidence in the institutions of the Republic", which "do not work under the command of parties or governments, they work under their own prerogatives", with a "mission" of respect for the application of the law, he said.

At the door of the Town Hall, elements of the National Police confirmed, on Thursday, the "procedures" and promised to release more information later.

The Lusa agency tried to obtain more information from the Public Prosecutor's Office, but so far it has not been possible.
