"I would not characterize what we've seen in the last 24 hours as a large-scale invasion or a significant ground operation," John Kirby, a spokesman for the National Security Council, said Friday.

President Joe Biden has threatened to halt some arms sales to Israel if it launches a wider offensive on the city near the Egyptian border, home to more than a million Palestinians.

Kirby also said the U.S. continues to believe a deal on a Gaza cease-fire is "possible," even though Israel and Hamas left Egyptian-mediated talks without an agreement.

"It's deeply regrettable, given the energy that had gone into trying to" reach an agreement on a cease-fire and the release of captives, he said.

"We continue to believe that the gaps can be bridged, but that requires leadership, courage, compromise and a willingness to negotiate in good faith," he added.

"We're not giving up," he said.
