"For there to be a major offensive in Rafah, there would need to be an absolutely clear plan about how to save lives, how to move people," the British minister told Sky News television.

"We haven't seen that plan, and that's why we're not supporting" an offensive in Rafah, he added.

David Cameron noted that "hundreds of thousands of people" have taken refuge in Rafah after fleeing other parts of the Gaza Strip.

"Without a plan to protect the population, ... it would be extremely dangerous to try to have a major offensive," he said.

On Saturday, the Israeli army carried out new bombardments in the Gaza Strip, notably in Rafah, and ordered new evacuations from this city, threatened by a major ground offensive.

Defying international warnings against a large-scale offensive, Israeli troops have been carrying out incursions into the eastern part of the city since Tuesday.

US President Joe Biden warned Israel on Wednesday that he would stop supplying artillery shells and other weapons if the Israeli army attacked Rafah.

Regarding humanitarian aid to Gaza, David Cameron said that Israel must "do better".

"I have said on many occasions that I am not satisfied with Israel's performance on humanitarian aid," he said, adding that there are "some signs" of improvement, "but not fast enough".

Israelis and Palestinians have been in conflict for decades, but this phase of the conflict erupted on October 7, when Hamas commandos infiltrated from Gaza carried out an unprecedented attack on Israel, killing more than 1,170 people, mostly civilians, according to official Israeli figures.

In response, Israel vowed to "annihilate Hamas", which has been in power in Gaza since 2007, and launched an offensive that has already claimed more than 35,000 lives, according to the Gaza Health Ministry, controlled by the radical Islamist movement.
