Guinea-Bissau's PR says he doesn't need authorisation to visit Russia
The President of Guinea-Bissau, Umaro Sissoco Embaló, said today that he does not need anyone's authorization to visit Russia or any head of state.

"I don't need the authorization of any other country or President of the Republic to visit Russia or wherever. I am sovereign. It's like I'm not going to accept a President asking me for authorization to visit Senegal. I won't", Embaló said.
The Guinean President was answering Lusa on the sidelines of the festivities of the 14th anniversary of the National Guard, where he gave a speech.
In his speech alluding to the occasion, Umaro Sissoco Embaló said he had heard the comments "of a Portuguese deputy", whom he "forgives", when he questioned his visit to Russia.
"Guinea-Bissau is a sovereign and independent State", said Embaló, stressing that he knows what is good for the country's foreign policy.
Last Thursday, the deputy of the Liberal Initiative Rodrigo Saraiva justified the request for the presence of the Minister of Foreign Affairs, Paulo Rangel, in parliament, arguing that Portugal cannot remain "deaf and dumb" in the face of what is happening at the level of foreign policy of several member states of the CPLP.
Rodrigo Saraiva referred, in particular, to the military agreement signed by São Tomé and Príncipe with Russia and the visit of Sissoco Embaló to Moscow, where he participated in the celebrations of the so-called Victory Day, stating that Guinea-Bissau "is preparing to make a military cooperation agreement" with the Russian authorities.
Asked by Lusa if he had signed any agreement with Vladimir Putin, the Guinean President said that the two countries already had a General Framework Agreement, which remains "always intact" and which, from time to time, is revised, only through minutes, in all areas.
"At this moment we have more than 100 military officers in training in Russia, in Frunzi, and in other military academies. Now we are asking them to train our special forces", added Embaló, referring to the conversations he had with Vladimir Putin.
The Russian leader introduced the Guinean President to the leaders of several republics of the Russian federation, namely Tatarstan, which Embaló visited and from which he received the promise of training staff in the areas of oil and naval engineering.
Umaro Sissoco Embaló said that he had only not visited more republics of the Russian federation because he had traveled to that part of the world "on a borrowed plane".
The Guinean President announced that he will make a state visit to Russia later this year.
