"We believe that Israel can and should do more to ensure the protection of innocent civilians. We do not believe that what is happening in Gaza is genocide," the national security adviser said in a press conference.

Jake Sullivan said that US President Joe Biden is working towards a regional understanding after the conflict in the Gaza Strip that "guarantees Israel's security and at the same time opens the way to a future of dignity and security for the Palestinian people, rather than seeing Israel bogged down in an endless counterinsurgency campaign".

The adviser reiterated that the United States administration believes that "it would be a mistake to launch a large military operation into the heart of Rafah", in the south of the Gaza Strip, which "would put a huge number of civilians at risk without a clear strategic gain".

Joe Biden's commitment to Israel, he insisted, is "ironclad", but "that does not mean that there will never be disagreements" with the Israeli government.

More than 35,000 inhabitants of the Gaza Strip have died, the majority of whom were civilians, since the beginning of the conflict, more than seven months ago, according to data from the Health Ministry controlled by the Islamist group Hamas.

The large-scale action in the Palestinian enclave is a retaliation for the attack that Hamas carried out on Israeli soil on 7 October, which resulted in the death of more than 1,100 people while around 250 were taken hostage.

Israel and Hamas have failed to reach an agreement for a truce, while Tel Aviv forces attack Rafah, where hundreds of thousands of people displaced from the Palestinian territory are located, isolated and plunged into a serious humanitarian crisis.
