At Least 11 Killed in Terrorist Attack in Northeastern DR Congo

At least 11 people died Monday in the northeast of the Democratic Republic of Congo during an attack by the Allied Democratic Forces (ADF), a Ugandan rebel group with links to the Islamic State, a human rights activist said Tuesday.

"Suspected ADF rebels killed 11 civilians at 7:00 pm local time in Ndimo", in Irumu territory, Ituri province, the coordinator of the Human Rights and Humanitarian Rights Investigation Centre (CRDH) in Irumu, Christophe Munyanderu, told local media outlet Actualité.

According to another source, the president of the civil society of the Walese Vonkutu chiefdom – a customary and administrative entity –, Dieudonné Malangay, "the victims were shot and hacked to death with machetes".

The rebel attack in Ndimo followed a visit by the Irumu administrator to several villages in the area, and Munyanderu believes the attack was intended to sabotage it.

The human rights activist condemned the attack, in which the ADF also torched five houses.

Munyanderu urged the Congolese authorities to "step up vigilance by all the security services" and increase the number of troops in the territory. He also advised the population to remain vigilant.

The ADF is a Ugandan rebel group, but is currently based in North Kivu and Ituri, where it carries out regular attacks.

Its objectives are unclear, beyond a possible link to the Islamic State (IS) group, which has sometimes claimed responsibility for its attacks.

Although experts from the United Nations Security Council have found no evidence of direct support from IS to the ADF, the United States has designated the ADF since March 2021 as a "terrorist organisation" affiliated with the rebel group.

The Ugandan authorities also accuse the group of organising attacks on its territory, and in November 2021 the armies of Uganda and the Democratic Republic of Congo (DRC), which borders Angola, launched a joint military operation to combat the rebels.

Since 1998, eastern DRC has been plagued by a conflict fuelled by rebel militias and the army, despite the presence of the UN mission in the country (MONUSCO).
