Two dozen aid agencies, including Amnesty International and Medecins du Monde, today accused Israel of violating international law in its treatment of displaced Palestinians from Rafah in southern Gaza.

In a joint statement, the 20 organizations said that more than 450,000 people have fled Rafah since the Israeli military ordered the evacuation of the city on May 6.

“The Israeli military’s ‘evacuation orders’ are illegal and amount to forcible transfer, a grave violation of international humanitarian law (IHL),” the organizations said.

According to the signatory organizations, IHL establishes conditions for the displacement of populations, including guarantees that it is a temporary measure.

It also establishes that displaced persons must be guaranteed “satisfactory conditions of hygiene, health, safety and nutrition”, and that families are not separated.

“The Israeli authorities have failed to meet any of these requirements,” the 20 organizations said in the statement, sent to the Lusa agency by the Portuguese section of Amnesty International.

The organizations also denounced that the military offensive in Rafah violates UN resolutions and provisional measures of the International Court of Justice, which ordered Israel to allow the provision of basic services and humanitarian assistance.

They also argued that the United States should suspend the transfer of large-capacity bombs to Israel and use its influence to end the ongoing military operation in Rafah.

Despite international appeals, Israel maintains military action in Rafah, where it says the last active units of the Palestinian extremist group Hamas are located.

The current conflict was triggered by a Hamas attack on October 7, 2023, which caused about 1,200 deaths, with Israel responding with an offensive that caused more than 35,000 deaths, according to reports from both sides.

Hamas has controlled the small Palestinian enclave with 2.4 million inhabitants since 2007.
