The death toll from flooding caused by torrential rains that have hit Kenya since mid-March has risen from 289 to 291, the government said on Wednesday, even as the downpour has eased in recent days.

More than 400,000 people across the country have been affected by the heavy rains, including some 280,000 displaced from their homes, some of them to 187 camps set up by the authorities, according to the latest figures released by the Interior Ministry.

The number of missing people stands at 75 and that of injured at 188, the same government source reported.

To deal with the crisis, Kenya has received international aid from the United Nations, the United Arab Emirates, the United Kingdom and organisations such as the Red Cross, in the form of financial contributions or donations of food and other basic necessities.

"The government is providing logistical support, temporary shelter and essential relief supplies to individuals and families affected by the floods," Kenyan government spokesman Isaac Mwaura said on Tuesday.

However, residents of several informal settlements in the capital, Nairobi, have complained that they have not received alternative accommodation or sufficient financial assistance after their homes, built in flood-prone riverbanks, were demolished on the orders of the Kenyan government.

Human Rights Watch (HRW) has denounced the government's failure to act in time and respond adequately to the crisis, despite the weather forecasts at its disposal.

The long rainy season, which runs from March to May and affects the whole of East Africa, has been intensified by the El Niño weather phenomenon, a change in atmospheric dynamics caused by an increase in the temperature of the Pacific Ocean.

Although forecasts point to a reduction in rainfall in Kenya, "high soil moisture levels due to the increased rainfall may lead to a high risk of flooding, even as the rains subside," the United Nations Office for the Coordination of Humanitarian Affairs warned last Friday.

The easing of the rains has allowed most of the country's public schools to reopen on Monday, after the return from the Easter holidays was postponed twice on the orders of President William Ruto.
