According to regional authorities, about 615 thousand people are homeless.

The state of Rio Grande do Sul, which borders Argentina and Uruguay, is experiencing the most dramatic situation, with 151 deaths, 90% of the municipalities affected and 2.1 million people affected.

With a total population estimated at 11.3 million inhabitants, about 615,000 people were forced to leave their homes and are now taking refuge in makeshift shelters, dependent on donations or in the homes of friends or family.

In the neighboring state of Santa Catarina, one death was recorded.

In Porto Alegre, the capital of Rio Grande do Sul, the waters are beginning to recede after two days without rain and the Guaíba River, which has been causing flooding in the city center since May 3, has fallen below five meters.

Meanwhile, the damage left by the floods is being revealed, and rats and dead animals can be seen in the streets of some neighborhoods in the city, which are also flooded, along with a strong stench, according to the Spanish news agency Efe.

While the waters are receding in the capital, in the south of the state, in Lagoa dos Patos, they continue to rise and several municipalities remain on alert.

The authorities have managed to restore water and electricity services to 95% of homes, but about 90 roads remain blocked and the international airport of Porto Alegre, the main one in the region, remains closed.

Economic measures for the region were not long in coming and, on the eve, the Brazilian President, Lula da Silva, during his third visit to the region, announced a new aid package for about 200,000 families in the state of Rio Grande do Sul who lost everything in the floods.

In addition to the disbursement of about 1.2 billion reais (222 million euros) to be distributed to families, they will be able to access a job guarantee fund in advance and public credit will be made available to rebuild their homes or buy a new one.

The new aid is in addition to the 50 billion reais (9.09 billion euros) announced last week by the Government, which includes direct assistance and subsidized credit for small businesses, among many other measures.
