"The occupants shelled the city and the Vovchansk district with cluster bombs (...). Five people were injured, two medics, two drivers and the head of the Vovchansk military administration", Oleg Synegubov said on Telegram, without specifying the condition of the victims.

Previously, Kyiv had accused the Russian army of "arbitrary detentions and execution of civilians" in this city following the military offensive launched a week ago.

"The Russian soldiers, who are trying to enter the city, are not allowing the inhabitants to leave: they started to kidnap people and take them to the basements", said the Ukrainian Minister of the Interior, Igor Klymenko.

In a message posted on social media and quoted by the AFP news agency, Klymenko referred to "operational information" about the actions of Russian soldiers in the city.

The minister mentioned reports of "the first shots against civilians" by the Russian army. AFP was unable to confirm the accusations with an independent source and there was no immediate reaction from Russia.

Russian soldiers have been accused of numerous documented abuses in Ukraine, including the massacre of civilians in Bucha, a suburb of Kyiv occupied at the beginning of the invasion by Russia, in February 2022.

Moscow has denied these crimes, claiming that they were staged, despite the numerous testimonies, evidence and evidence implicating the Russian military.

Russia is also accused of having deported Ukrainian children, a crime for which President Vladimir Putin is the subject of an arrest warrant from the International Criminal Court.
