NATO said on Tuesday that Russia does not have sufficient military capability to make significant progress in Ukraine, after a meeting at the alliance's Brussels headquarters.

"Russia does not have the numbers to achieve a strategic breakthrough, we don't believe that and certainly does not have the competence and the capability to do so," said the Supreme Allied Commander Europe (SACEUR), Christopher G. Cavoli, at a joint press conference with the Chairman of the Military Committee of the North Atlantic Treaty Organization (NATO), Rob Bauer.

Russian troops "have the capacity to do some incremental advances and that's what has been happening," admitted the US general.

Rob Bauer said that "the circumstances have not changed to the point that Ukraine would want to move into a negotiation" for a ceasefire.

"The meeting between [Vladimir] Putin [Russian President] and Xi [Jinping, President of China] has not changed the circumstances," he added, at a time when Russian troops are reconquering some areas of Kharkiv.

The Chairman of the Military Committee of the Atlantic Alliance assured "that support is on its way" to Ukraine and that several countries have reaffirmed their intention to continue supporting the country invaded two years ago, but only mentioned what was already known, such as a third Patriot anti-aircraft defense system made available by Germany.
