A 15-year-old boy attacked a female employee at a state-run juvenile facility in Iowa on May 8. The woman, a mother of two, suffered brain damage and died Tuesday after her family decided to remove her from life support.

Kathleen Galloway-Menke, 50, had worked at the Iowa Elpis facility for about a year. The teen had left the facility without permission that day. Galloway-Menke and another staff member followed the teen but kept their distance, in line with the agency’s protocol. The boy suddenly turned and ran across the street toward the woman, who was walking toward him, and pushed her.

The victim, who struck her head on the pavement, underwent emergency brain surgery, but doctors determined there was no chance of recovery, the Associated Press reported.

According to the victim’s family’s attorney, Trever Hook, the teen had a history of violence and had previously threatened the worker.

The attorney has questioned whether the facility adequately trains its workers to deal with potentially dangerous residents, prompting Elpis to say in a statement that its employees “are extensively trained in conflict de-escalation techniques and how to safely manage a variety of situations.”

The facility, which opened in August 2021, serves more than 750 youth and their families and has called police nearly 1,000 times in three years — for 676 runaway incidents and 72 assaults, according to the Johnston Police Department.
