"Rescue and recovery operations at the collapse site will cease later today," the George Municipality's emergency services announced in a statement.
Twenty-nine people were pulled alive from the rubble during the 260-hour operation.
When the five-storey building collapsed on 6 May, 62 people were believed to have been inside. Authorities had previously estimated the number of people present, mostly construction workers, at 81.
The majority were foreign nationals from Mozambique, Zimbabwe, Malawi and Lesotho, according to the George Municipality.
On Wednesday, the head of the Disaster Management Centre in the South African city of George, Gerhard Ott, confirmed to Lusa that 11 Mozambicans were working on the site, of whom "nine [Mozambicans] have been identified in hospital records and two have been declared dead".
Of the 33 dead, six were women and 27 were men. Four people have not yet been identified and ten remain in hospital.
"We have been through an incredibly difficult time," the provincial government head, Alan Winde, said in a statement, stressing the importance of the ongoing investigation into the cause of the collapse.
