The UK and Finland will today set out a strategic partnership to strengthen diplomatic ties and counter the “threat of Russian aggression” in Europe, the Foreign Office has said.

The deal, which will see increased cooperation to combat Russian disinformation and cyber attacks and to help rebuild Ukraine, will be signed by the UK’s Foreign Secretary David Cameron and his Finnish counterpart Elina Valtonen in London.
The two countries will state that Russia, which shares an 800-mile border with Finland, poses “the most significant and direct threat to European peace and stability”, the ministry said. London and Helsinki want to “work together on global security challenges and support Ukraine until the war is won”, the UK’s Foreign Office said in a statement. In recent months, both countries have signed security agreements with Ukraine, pledging continued long-term military and financial support to Kyiv. In Finland’s case, the deal was signed on 3 April by Finnish President Alexander Stubb and his Ukrainian counterpart Volodymyr Zelensky. “By standing together in support of Ukraine, including through the provision of military aid and training, we are sending a clear message that Russian aggression will not be tolerated after the war it has started,” Foreign Secretary David Cameron said. “This strategic partnership, based on our shared values, will see the UK and Finland step up cooperation to strengthen European security and seize new opportunities” working together in areas such as science, technology, energy and tackling illegal migration, Cameron added. Relations between Finland and Russia have deteriorated significantly since Russia invaded Ukraine in February 2022. The Nordic country abandoned decades of military non-alignment to join NATO in April 2023, angering Moscow. On Friday, Finland’s defence ministry submitted a bill to parliament that would ban property purchases by citizens and companies from Russia and other countries deemed to pose a threat to national security. On 3 May, Russian hackers identifying themselves as “NoName057” attacked several Finnish institutional websites in retaliation for the country’s support for Ukraine in its war with Russia, the group said on its Telegram messaging channel. The cyber attacks targeted the websites of the Finnish government, the chamber of commerce, the arbitration institute and the defence ministry’s image bank, according to a list published by the hacking group.
