The helicopter is believed to have crashed due to bad weather and poor visibility, killing all nine people on board on Sunday.
Rescue teams have since recovered the bodies of the Iranian president and the other eight people who were on board, the Red Crescent said.
Hours earlier, the Iranian government confirmed the death of the head of state, adding that the disaster would not cause "any disruption to the administration" of Iran.
Turkey, meanwhile, has dispatched 32 search and rescue teams and six vehicles from the eastern provinces of Van and Erzurum to Iran to assist in the search operation, the country's Disaster and Emergency Management Agency (AFAD) announced on social media platform Twitter.
Tehran had also requested a helicopter equipped for night-time searches.
Saudi Arabia, Iraq and Azerbaijan have offered assistance to Tehran, while US President Joe Biden has been briefed on the incident, according to the White House, which did not provide further details.
The European Union, in turn, has activated the Copernicus emergency mapping service at Iran's request to help locate the helicopter.
The aircraft went down in the Kalibar area as the delegation was returning from the border area with Azerbaijan, where Raisi had inaugurated a dam with his Azeri counterpart, Ilham Aliyev.
