The United States has also made similar accusations against Russia, denouncing the launch last week of a Russian satellite with military capabilities.

Moscow said the rejection of the draft resolution by Washington and its allies showed that the United States aimed to "put weapons in space", Russian foreign ministry spokeswoman Maria Zakharova said.

She accused Washington of seeking to turn space into "an arena of military confrontation", according to the French news agency AFP.

Monday's vote ended in a seven-seven draw, splitting the US allies who voted against and Russia's supporters who voted in favour, with Switzerland abstaining.

The resolution was therefore rejected as it failed to get the nine votes needed.

In April, a similar proposal put forward by Washington and Tokyo to ban weapons of mass destruction in space also failed.

In 1967, the Soviet Union, the United States and the United Kingdom signed a treaty declaring outer space a global commons that should only be used for peaceful purposes.

Today, around a dozen countries have the capacity to launch spacecraft and some 80 have their own satellites, as do some private companies.
