Estonian Prime Minister Kaja Kallas said Wednesday that Russia is waging a “parallel war” against the West.

With many Russian intelligence officers already under sanctions, Western officials and experts say the Kremlin is shifting tactics, increasingly outsourcing to others for hybrid operations — nonmilitary strategies that include cyberattacks, election interference, disinformation and assassination attempts against President Vladimir Putin’s perceived enemies.

With crucial elections coming up in the West, officials say they expect the tempo of such activities to increase, and some are calling for a tougher response.

“What I would like to see is the recognition that these are not isolated events. Number two, that we share information about it. Number three, make it as public as possible,” she said, according to the Associated Press, suggesting that Russia is waging a “parallel war” against the West.

The West needs to have a “serious discussion about a coordinated approach.” “How far do we let them go on our territory?” she said.

Kallas also suggested that Russia uses spies posing as diplomats “all the time,” and top Estonian officials back a Czech move to limit the number of Russian embassy staff in their country. Russia seeks to “sow fear” and break Western support for Kyiv.

Kyiv, meanwhile, has pleaded with the West for more air defense systems to protect Kharkiv, a region bordering Russia that has been repeatedly bombarded.

Ukrainian President Volodymyr Zelenskyy said a Russian attack that killed at least 10 people in Kharkiv on Tuesday could be the opening salvo in a new, broader offensive.
