Israeli Defense Minister Yoav Gallant announced that legislation allowing Israeli civilians to reenter the area has been expanded to include the areas where the settlements of Sa-Nur, Ganim and Kadim — all evacuated in 2005 — were once located.

Gallant was quoted by The Times of Israel on Sunday saying that Israelis could reenter these areas, encouraging “settlement development as well as improving the security of the residents of the area.”

While the government has yet to authorize any construction at the sites — a process that typically takes years — the lifting of the ban could pave the way for the reestablishment of unauthorized settler outposts.

The move follows a similar policy regarding the Homesh settlement, whose illegal construction has been at the center of a standoff between settlers, the Israeli government and activists opposed to its construction.

That settlement, along with the other three, was evacuated and largely demolished 19 years ago under the disengagement plan after it was built on private Palestinian land.

In 2023, the Israeli government moved to cancel the order declaring the site a “closed military zone,” in a bid to pave the way for Israelis to return.

The defense minister’s comments on the settlements came the same day that Spain, Norway and Ireland announced that they will recognize Palestine as a state on May 28.
