The chair of the parliamentary intelligence and security committee, Margaret Beckett, says there have been “attempted foreign interference in recent years by countries including China, Russia, Iran and North Korea”, in a letter made public.
The Labour MP cited the security services’ assessment that it was “almost certain” that Russia sought to influence the 2019 general election, and that China is believed to be seeking to influence electoral processes outside its borders.
“We believe that the UK must be prepared for the possibility of foreign interference in the general election on 4 July,” she writes, calling on the government to bring together political parties, the security services and the Electoral Commission to identify possible safeguards.
Beckett, a former Foreign Office minister in Tony Blair’s government, says in her letter that interference can take the form of cyber attacks, blackmail, online disinformation, including through the use of “deepfakes”, and attempts to amplify divisions over contentious issues.
The report recommends improving public literacy in identifying disinformation and ensuring the security of elected representatives.
The warning comes after a series of espionage cases involving China and Russia in the UK.
The British government recently accused the Chinese state of being behind cyber attacks on British MPs critical of Beijing, while the Electoral Commission revealed in August 2023 that it had been the victim of a cyber attack by unidentified “hostile actors” who had access to its systems for more than a year.
