"We are making progress in our discussions on possible legal avenues to allow the use of frozen Russian sovereign assets" to help Kyiv, "in accordance with international law and our respective legal systems," the G7 said in a document seen by Agence France-Presse (AFP).
The aim is to present options for providing additional financial support to Ukraine ahead of a summit in June.
The Group of Seven advanced economies insisted that Russia's sovereign assets would "remain immobilized" until Moscow pays for the damage it has inflicted on Ukraine.
However, the group stopped short of agreeing on a mechanism to channel future interest generated by the 300 billion euros ($315 billion) of Russian central bank assets frozen in Europe to Ukraine.
The G7 comprises the United States, Italy, Japan, Canada, Britain, France and Germany.
Russia's military intervention in Ukraine, which began on February 24, 2022, has plunged Europe into its worst security crisis since World War II (1939-1945).
