After making landfall Friday night on the island of Samar, Typhoon Ewiniar, the first storm to hit the Philippines this year, gained strength as it tracked toward the main island of Luzon, home to the capital, Manila.
Power outages were reported in several towns, Mary Joy Adam, a disaster-response official, told AFP.
"The rains have stopped for now, so we expect the flooding to start to subside soon," she said.
Two people, including a 14-year-old boy, were killed when trees fell on them in Quezon province.
Rescue workers used rubber boats to reach stranded residents.
About 20 typhoons and storms hit the Philippines, a Pacific nation in Southeast Asia, each year.
The rainy season normally begins in June, but officials have said it could start later because of the El Niño weather phenomenon, which has caused drought in many parts of the country.
