"I appeal to all States to honor their commitments to support Small Island Developing States in achieving sustainable development," the head of the Government of Timor-Leste said, quoted in the statement.

The Prime Minister was speaking on Monday at the 4th International Conference on Small Island Developing States, dedicated to the theme "Charting a Course to Resilient Prosperity," which is taking place in Antigua and Barbuda.

"I believe that together, we are not small. Together with a shared vision and ambition, we are Great Ocean States, working for the resilient prosperity of our people," said the Timorese Prime Minister.

In his speech, Xanana Gusmão stressed that climate change caused by industrialized countries has created a "global emergency situation" that threatens the existence of poor and vulnerable countries.

The head of the Timorese Government also criticized the actions of developed countries, which defend the importance of a "global order" that "often perpetuates inequalities and exploitation."

The Prime Minister of Timor-Leste said that his country agrees to adopt a new plan of action for Small Island Developing States, but stressed that implementation will only make sense if it has a budget that is adequate to the needs.

On the 23rd, the International Tribunal for the Law of the Sea issued an advisory opinion in favor of a request submitted by Small Island Developing States on climate change and international law, according to the United Nations.

The opinion states that States Parties have obligations to protect and preserve the seas from the impacts of climate change and ocean acidification, including taking measures to restore degraded habitats and ecosystems.

Small Island Developing States include 39 countries, including Timor-Leste, Cape Verde, and São Tomé and Príncipe.
