Christos Christou, speaking at the National Press Club in Canberra, Australia, deplored the impunity with which international humanitarian law is being violated in the Palestinian enclave.

"We have witnessed on the ground indiscriminate and disproportionate bombing of civilians, of children. We have seen the blocking of humanitarian aid, attacks on hospitals, we have lost colleagues. Nobody is safe in Gaza," he said.

The MSF president also called on Australia and the rest of the international community to impose sanctions on Israel as they would on any other country that refused to comply with UN Security Council resolutions.

But, "the Australian government's vocal support for a ceasefire rings hollow when they are providing the weapons that continue to kill and maim in Gaza," Christou said.

The comments by the MSF president -- who is due to meet Australian Foreign Minister Penny Wong on Wednesday -- follow an Israeli strike on a displaced persons camp in Rafah in the southern Gaza Strip that killed at least 45 people, including women and children, according to Palestinian officials.

The strike, which Israel said killed two leaders of the Islamist group Hamas, occurred on Sunday in an area that Israel had previously declared safe.

Rafah has remained a focus of the Israeli offensive despite an order by the International Court of Justice on Friday demanding an "immediate" end to the fighting in the territory.

The war between Israel and Hamas, which began after the militant group fired rockets into Israel on July 8, has killed more than 1,830 people, including women, children and the elderly, as well as journalists and aid workers, including Australian Zomi Frankcom.
