Georgia Senate set to vote today on override of controversial election law veto

The Georgian parliament announced on Thursday it will hold a vote to override the president’s veto of a “foreign influence” law that has sparked large opposition protests in the country.

The vote was included in the agenda of today’s plenary session.

The speaker of the Georgian parliament, Shalva Papuashvili, assured that the members of the ruling Georgian Dream – Democratic Georgia party, which holds a majority in the legislature, “will definitely manage to override the veto” imposed on 18 May by Georgian President Salome Zurabishvili.

The new legislation, approved by the parliament earlier this month, requires any non-governmental organisation (NGO) or media outlet that receives more than 20% of its funding from abroad to register in Georgia as an “organisation acting in the interests of a foreign state” and submit to increased state scrutiny.

After vetoing the legislation, the Georgian president said that the law obstructs the country’s European integration process and demanded its immediate repeal.

The so-called “Foreign Influence Transparency Law” has sparked mass protests in Tbilisi in recent weeks, with the opposition saying it paves the way for the persecution of political parties and NGOs critical of the government.

Georgian Prime Minister Irakli Garibashvili recently claimed that more than 60% of the population supports the legislation and that “the common sense of the majority of the population should prevail”, although he did not specify where the figure came from or provide any evidence to support the claim.

Garibashvili also accused Zurabishvili of “blocking any space for discussion”.

The bill has drawn criticism from European Union (EU) officials.

In a joint statement on 19 May, French President Emmanuel Macron and German Chancellor Olaf Scholz expressed their “deep regret” over “the decision of the Georgian government and the ruling party to deviate from this path [of EU integration], acting against shared European values and the aspirations of the Georgian people”.

The United States has also spoken out against the passage of the legislation, while Russia has denounced Western interference in the country’s internal affairs.
